RACI is a responsibility matrix assigning each task an owner who is Responsible, Accountable, Consulted or Informed.
The distinction that matters most is Accountable versus Responsible: exactly one person is accountable, however many are responsible. Briefs that skip this end up with tasks that everyone owns and no one finishes.
