Scope creep

Scope creep is the gradual expansion of a project beyond its agreed deliverables, usually through small unbudgeted additions rather than one large change.

Creep is rarely a single decision. It is eleven small yeses, each individually reasonable, none of them re-costed.

The defence is a written deliverable list in the brief and a change-request step that makes additions visible. Not to refuse them — to price them.
